Hokage minato, as far as you are able to let him attack twice per round, is almost always better than jonin minato (the only situation in which is worse is if both are blinded but not paralysed and not acupunctured).
His stats are higher than jonin and he stacks in every case (super armor ninja? Hokage stacks, jonin no. Evading ninja? Hokage stacks, jonin no. Under paralysis? Hokage stacks, jonin no, etc... ) + he grants resistance buff (that if you face angel konan, edo hiruzen, azure fang shark bomb version, edo deidara et similia is literally the difference between being dead and surviving).
Is far too easy to deny to jonin the chance to proc the mystery every round and a simple paralysis denies wholly to him the chance to self buff.
It's hard to say since our situation is totally different from CN.
In CN, jonin minato is really easy to get and he is really great paired with madara 5 kage. His bond mystery hurts a lot and can interrupt characters with dodge if paired with kakashi susanoo. If you have init advantage, the ability to paralyses the whole enemy team is too * valuable.
Hokage minato, instead, does more damage, but has no resets. Also he is really hard to obtain, since he is behind a really high paywall (you can't get him unless you drop a minimum of 20k ingots in the Ino's Flowers event).
You can say in the end that jonin minato is a more solid choice for 1v1 (sage, tower etc) while jonin minato is used more in ranked / GNW.
BUT... we are not CN. Here F2Ps have a 4 star Hokage Minato and no Jonin minato, thanks to his insane availability in the events.
Here we do not have bond mystery and we do not have kakashi susano'o, so the two reasons why jonin is better in china are not here.
