He is good though.

Not really. Out of the top jonins in are server none have ever used naruto 9 tail chakra. H e just dosn't go well with many teams.

He is good enough, well he is a good tank. Remember when I hated to go to arena because people pop up using him and gaara in the front line. The ignition he cause as I attacked him and the immunity to states were enough to make him feel Op. Considering that this is a 2 star ninja and that he is better than most other 2 star ninjas (eg. most of the ninjas having cursed mark) nothing more should be "added".

No after 3rd star, his standard attack turns into a 4 hit combo with a chance of low float. And after four stars he changes appearance and gains nine-tails skeleton on the cloak and standard attack swipes 3 enemies at once, and ability turns into tail beast gun volley (rest remains unchanged, but broken still). at 2 star yes he's useless but when upgraded he can be one of the most OP ninja's in the game.
