Edo Tobi. Kage minato is basically now the worse version of Jonin Minato with bond skill, but Edo Tobi still has use as support for KCM teams etc.

The bond skill of jonin minato do not save your ass when angel konan or edo hiruzen shot their nukes, hokage passive does.

Jonin minato if is paralysed do not self buff, hokage does.

For lower powers, maybe, jonin is better at higher power bond skill or not there's no comparison.

@op: hokage is for general usefulness better, edo tobirama is better only if you own also edo hashi and you can give him his bond skill.
