it's the golden resistance value, something that we can't get anymore (at the moment). It was common before ninja tool "fix".

Right now, the best you can roll is blue resistance for +2%.

right now is not possible. was available in the past in 1.0 and early 2.0 brothers farewell tools (before the implementation of UT and charms), so if you see people with them equipped is because they got it at that time.

they will become again available when oasis implements kage ti, whose tools have the same if not better secondary stats than the old bf hard mode ones.
