He is a pretty expensive ninja and honestly I'd recommend slowly collecting him thru free draws and pulls if you are a small spender/F2P
He is ocassionally on events but they are mostly recharge or ingot-only buying events
With coupons he comes sometime in RNG events for 1-2 frags so that might help if you get lucky

No,what is wrong is what you said, because your sentence was true in the past, when the treasure appeared. Since 4.0 (maybe since 3.0, not sure if the change happened with 3.0 or with 4.0) is not anymore true. If you got fragments at the rate of 1-2 every 40 rolls means you rolled in that treasure before 4.0 and very likely before 3.0 too.
Put in it 120 scrolls now and look at the outcome now. 10 months ago was true now no.
