He is a pretty expensive ninja and honestly I'd recommend slowly collecting him thru free draws and pulls if you are a small spender/F2P

He is ocassionally on events but they are mostly recharge or ingot-only buying events

With coupons he comes sometime in RNG events for 1-2 frags so that might help if you get lucky
