is not bugged at all, just that costs so much for the quantity of power/initiative it grants in comparison with rank 6 that makes absolutely no sense to get it.
If you want to spend 30-40000 coupons to level it up is better if you spend them in other features, like myoboku cultivation or ability treasure and you'll get a way way way better outcome in total power/initiative.
