It propably was just a random drop. And if not, in all honesty its better, since we can trade yellow scrolls for bet coins. If you passed lv200 exam you are propably fully upgraded anyway, and those red scrolls just pile on in the inventory :(

Next upgrade scroll is at exam 220. I do not understand why they gave us only 180-200.
