I guess you missed this part of the ToS.
• exploit, distribute or publicly inform other members of any game error, miscue or bug which gives an unintended advantage.exploit says it all as well as unintended advantage. Exploiting is the same as cheating and cheating is illegal.
exploiting alts to give an unfair boost to a groups activity rates, gnw participation, and of course, the advantageous acquisition of coupons. OG does warn/ban for this activity. If they do this then it's perceived to be illegal. In fact that is in accordance to your observed line '• Engaging in cheating or any other activity that OASIS deems to be in conflict with the spirit of OASIS.' Having multiple accounts is legal, exploiting the use of them is not. There is a difference.

I think a lot of people just want to see a clear rule like "don't abuse alts" but the statement you mentioned covers it. It's up to people to figure it the understanding of the statement by themselves and/or by mods and to warn them before they promote on the forums that they plunder their own alts. I seen several people do this whether they know it is against the ToS or not. It gives OAS reason to ban them if they choose to even if if it is a commom practice.
I can understand plunder alts an issue but group activity? If servers aren't being merged, how can they get groups with low populations do GNW? I can't see any reason not to use alts to make sure a group has enough activity in a low populated server.
