Yeah, just like what Castnicke said, if you're lucky you might get 1 to 2 frags of Tendo per week if there's a Chase Mission available in Weekend Missions .. Otherwise, you will need to wait for an event to open where Tendo is available, like the previous Konoha Great Tree where you can get his frags from drops of Lv4 Great Tree, or in the wheel events like the last year's Lucky Star Wheel where he was one of the rewards from the wheel ..

you c@n also get him on black market, but very rare. so keep an eye on that market dude :)
