Do group skills' level cap increase at level 8?
I'mmaxed at level 30 right now for Ninjutsu, Taijutsu, Defense, and Resistance.
Should I go towards maxing all of them, or start focusing on equipment after that?
I left my equipment at level 60/61.

I'd say go for group skills just because they seem to do more, but I'm only at level 56 right now, so...

considering that strengthening equipment now (at lv60/61) costs 100k a pop at least... it's still more worth it to invest in group, at least I do it.

Max group skills and spend the extra coins on your gear. What I do every day is donate the max and then strengthening my gear till I only have 150k left. I save the 150k coins for the black market.
