This means that if you get madara lets say at 1200 is very likely you get naruto within next 4-5 draws too. In the sense, 99/100 at 1600 you just recruited both. You don' have to reach 2000 to unlock him, like used to be the old kage treasure where the 1st super rare was at 900 and the second at 1800.
