You can get them from events like lucky * or sometimes recharge.

Hi there! Contracting Scrolls can be obtained by playing in Lucky * Event which also depends on RNG .. You c*so get 10pcs of it from the Cross-Server GNW Gift Packs but it's also by chance ..

Got mine from Epic Victories Gift Pack last month ..
