• Buy them by fragments. There's no other, reliable way. Mission general mobilization event (which is up this week) usually lets you get 10-20frags of an event ninjas for free. It takes few months of saving and redeeming fragments of ninjas whenever they are available, but theres no other way without recharging and you've got to start sometime.
