Use seal scroll n draw kage treasure, better 10 draw at once.

Buy them by fragments. There's no other, reliable way. Mission general mobilization event (which is up this week) usually lets you get 10-20frags of an event ninjas for free. It takes few months of saving and redeeming fragments of ninjas whenever they are available, but theres no other way without recharging and you've got to start sometime.

If u want bee/darui just draw from kage treasure.

If u want shisui/minato just collect their frags from events. Not recommended to spend coupons from spin/gamble events.

this, it took me ~1 1/2 months of saving up and a little recharging to get MM from missions and lucky board event, so worth it
