There are a ton of lineups that beat that in arena even without owning initiative.

The most f2p that comes to my mind is han, kurenai, sailor sakura, azure fang with main with shark bomb, poison tai and neurotoxin.

P.S. there are lineups that directly nuke shisui in round 1 if you do not own initiative in arena and there is no way a 66k power owns initiative in superkage+ if he really can meet everybody.
