If yes, when no.
They seem to hate water characters, the only water ninja they added with breaktroughs is tobirama and only because he is whale only content.
Sai, Kabuto, Tsunade sannin war, Suigetsu, Tenten, Haku, Kisame since are breaktroughs that would help f2p are deliberately delayed indefinitely.
