They should be in the game. also good read. but I do think that Sasuke is a bit more important then Dosu.
Of course, I understand that. But I don't think that justifies him having alternate forms prioritized over Dosu and many other characters even being playable at all.

I want add some things.
First - Shippuuden Konohomaru and Hanabi are already in game (on CN).
Second - As it was said before, there was few characters in Alpha which was deleted or replaced (few examples - black cloth Sasuke, Zaku, Dosu, Kin, Mizuki, two types of Shikamaru Chunin, Naruto unfinished Kurama Modo and few others. Some of them was return back (read - Zaku and Shikamaru)).
As usual - can't put screens for some weird reason.

Sasuke alt-forms Cursed Seal, Sasuke , Hebi Sasuke , Romeo ,
IDK much about the missing ninjas cos i got so focused on survival and other instances.

What mods can say? They getting characters from CN. So they can't do anything with that.
They can contact CN developers and get an explanation as to WHY the characters aren't added. I already know that the mods themselves can't do anything. BUT they still have the indirect power to enact change, or at least provide an explanation from the CN team.

"Hi! That is actually a good question. The thing is we are able to send your feedback about ninjas, however, the ninjas that are published and its final decision will lie in the creators of Naruto and the ones who own the copyright to it. As someone who plays the game, we definitely understand the feeling of seeing new ninjas. Seeing and getting them is awesome lol then putting them on (transforming into them) is fun, especially when you start making a trend and everyone starts doing it.
The honest answer is, the final decision on which ninja gets created or released falls to the people who own the copyright to the characters. We can definitely send your feedback on what would be good to put in, as we can influence that decision with our feedback.
Hope that kind of explains some things about it."
