Yes? why would that be so hard?
So we have curse mark sasuke in the 2 star place and black bandage sasuke is not playable then we have the start of shipuden sasuke with the itiachi fight gray coutume but the gray coustim is not even in the game.
then we don't even have curse mark adult saskue. plus all the other ninjas the one guy said.
If anything, I'd say CM2 Sasuke should be 3* while Chidori Sasuke should be 2*s.

What mods can say? They getting characters from CN. So they can't do anything with that.
They can contact CN developers and get an explanation as to WHY the characters aren't added. I already know that the mods themselves can't do anything. BUT they still have the indirect power to enact change, or at least provide an explanation from the CN team.
