You need to have the character before the character can appear in your garden....
i think the requirement not have ninja first before appear in garden,because i dont have minato jonin but in my garden minato jonin is unlock

Hmmmm .. As far as i know, that's impossible .. You need to have the Ninja before it appears in your Home Interface .. In your case, you're claiming that you don't have Minato Jonin but he's unlocked at your Home Interface, now my questions is, do you have the Minato 4thHokage? .. Because in my 2nd main account, i have Minato 4thHokage, but the one showing in my Home Interface is Minato Jonin, not the Kage one ..

The requirement is to own one version of the ninja. If you have him unlocked without owning him means you own hokage minato.
