i have gotten minato and tobirama in the most recent ones in under 1.5k cp and i got shisui for 3k, i am wondering if anyone else has seen this type of thing or am i just to lucky?

i got minato around 600 coupons
and deidara (other event) around 400

soo....

There's also me who spent around 6000 for Edo Deidara. I also spent 5000+ for Shisui (and didn't get him), 15000+ for Babyshark (still didn't get him) and around 12,000 for Kushina Habanero (yep, still didn't get her).

For me i got shisui with 180 coupons on first 10 pull. but minato i just got him right 15mins after the event started for 3k coupons. weird how it works though

It is blatant those wheels are rigged towards low bp/level players. I am not against it, since i consider it fair somehow, but if is that way then why not admit it?
