Considering the max level of groups is 13... won't the current cap be 65?? or is it just randomly 60 and lv 13 skill upgrade does nothing?

All I know is our group is level 13 and I have only been able to increase my group skills to a max of level 60

Yep, but if you aren't level 96+ you can't get access to them. Level 61 unlocks at 96, 62 at 97 and so on. Very likely the guy is level freezing at level 95.
