ii would say zabusa water clone for great for tanking ....hinata 2nd hands down....possibly neji if you invest enough in him....but hinata and zabusa water clone are above him....as for others if you wanna spend money i say the best tank by far is chibi naruto 9 tails form...he gives off a fire debuff just simply by hitting him and regens with every attack so you have to do some serious damage to him. Just my opinion

I have seen a lot of good Neji's. But as you said, you need to invest in him a lot, but in the end it can be worth it. He can be really really good tank.
