That would be Earth, well Wind can make infinity clones but.. they don't really have many other Tank skills like Earth got.
Water is based around healing, then Fire, Lightning & Wind is mostly pure dmg with some CC.
Water also got some dmg & CC tho.
Earth don't need to be full Tank, he also got some dmg skills, like Inner Gates taijutsu add another normal attack to your whole team.
So If you use Suigetsu which can attack 2 times, with Earth, he can attack 3 times.
But don't worry, other chars can buff each other with extra attacks too, its not limited to classes.
Like Killer Bee got the extra attack skill to other chars. -

The only problem with Earth shield, it don't stop burn or poison debuffs, that you would need an medic/any char with cleanse...like Hanzo is not really a healer, but his super op with clearing debuffs from whole team every round.
Get Earth + Hanzo, its gg, Hanzo is really rare tho, he gonna appear in draw & shop... for ... 1 frag for 750 coins :lol -

Neji is fine, but might die really fast, if you don't have super def. on him.
Since he got that aggro all normal attacks in 1st round.
Choji can be a really strong Tank too, he heals before every atk + every time he heals, he increase atk.
& 4th War Choji got full AOE atk, on normal atk, & every heal he get, he increase atk + def.
Hinata is also good, as she can silence the target during combo trigger + she got a passive,
which increase her def + resistance, after how low her HP is.
Also don't forget Gaara, his a bit rare, but you can get him from secret shop & some events.
Well u get him free, if you gonna invest anything.
Gaara stacks a earth shield every round, + his immune to most combo triggers, which send your char flying AKA ground slam, slam to the wall, medium float, high float.
+ he got a really strong AOE Jutsu. -

Heh, well I don't like Gaara that much, he can die really fast.
To make his stacking shield good, you need a lot of resistance/ninjutsu def.
I think I like Hinata better, since her Silence combo trigger, but both hinata & neji got that chance to reflect normal attacks, but Neji got higher chance on reflecting.
But what I like with Hinata also, is that passive which: increase def/res according to her lost HP, 2 star & Shippuden Naruto also got that passive.
Yes.... Naruto is Also a Hybrid Tank/DMG char, Naruto relay on clones on both tanking & damage.
Well 1 star Naruto don't have much tanking skills.
Shippuden Naruto's Jutsu changes after how many clones he got, if he got only 1 clone, he will do Rasengan, if he got 2 or more clones, he will do Rasenshuriken, he also makes new clones every turn, but they got really low hp & def compared to Kabuto's Puppets.
Basically its many chars which can work as tanks in this game :P
Just wait to you see Kabuto + Sai in arena, its nutts,
so many puppets, so you need a lot of aoe to counter that. :lol -

- zabura is good at early and hinata both , but zabura's clone is weak at lv 40 , hinata is useless if thunder or earth or any char have skill break attack her first
She's not useless if you play her right.
Just get agility on her, to counter the interrupt :P -

- how do you boost agility on this game? I haven't seen it anywhere.
It appear later in higher level, you can enhance your gear for it.
at lvl 40: Equipment Refining.
Also in a other System which isn't on this version yet.
The Chakra System (lvl 65), Super coin drain~ :lol
Well... Agility is called: Initiative here, which is basically the same.
