Yes in this rebate that will work the way you want it to. In the other version of the seal rebate, the rewards are time-limited seal scrolls that expire after 7 days, and those will NOT count towards that rebate. But again, we have the good version right now.

There are two events that primarily give rebate for using seal scrolls. The "Limited-Time Recruitment" and the 'Recruitment Feedback". The former "Limited-time recruitment" offers temporary seal scrolls as goalie720 said and it will expire in 7 days, therefore, these scrolls would not be counted towards any additional rebate. However, the "Recruitment Feedback" gives scrolls that are no different than regular scrolls as they are permanent scrolls, therefore, they would count towards any future rebate. Terribly sorry for any confusion.
