It's really no need to spend a lot for those books. Skillbroken Gaara has been available for quite some time in Germany (I have him completely skill broken over there...), but with the exception of some GNW or Ranked Battle you barely even see him. He does excell at way to little things and his mystery can be easily countered.
Right now, he gets heavily overhiped by theory-crafters.
i suppose in germany not many people owns hokage minato

I only used 100 (which was my first try) and got gaara skillbooks on my alt.I do know after the 3rd spin,it starts getting kinda costly.I would just wait a while because they might start giving the gaara skillbooks out for free,just like the naruto,sasuke,sakura,and sasori skillbooks.
the books were put in the place of gengetsu or rasa fragments. their chance to appear seems the same as them, so you can get the book in the place of the 5 fragments quite often from the 100 coupons roll, while the book in the place of the 8 fragments is less likely to appear for the 1st roll, but still possible.

I don't see a correlation between minato hokage and gaara. Besides, minato hokage is me
ta in germany (with % tactics, his raijin passive hurts a lot when he has 30+k atk...). There are a few reasons why SB gaara isn't really used outside gnw or ranked, the main one is that atm roshi - han teams are still widely used, making his skillset totally useless. Even in CN, he is just a shieldbot for main DDs, like angel konan or SB sasuke susano'o.
because gaara boosts minato with his barrier and minato mystery + bee sst starts the combo for gaara chase with immobile even if your main is immobilized/chaosed?
Anyways roshi gets hard countered by gaara skillbroken if gaara is faster than roshi.

Well, if you are so sure, i suppose that i'll just sit here, wait for you to make that awesome minato HK, Bee, SB Gaara team and expect your disappointment realising that that team is totally inefficient.
Can't you just save your time and use a 5 star kazekage gaara? Since he is in elites, you should be able to upgrade him easily.

obviously if you run a team full of superrares gaara sb is useless as much as is gaara kk, but is not against many of the me
tas people are currently running without superares (let you beat without owning initiative kushimaru blitz, edo deidara jigokudo sakura, fuguki roshi sailor, shisui+itachi anbu teams) and given the fact here a lot of people got hokage minato that team could work for them.
