Imagine the situation:
Im already have ay4(from 40k ingots recharge event) or Kirin(from lucky board). Will i getguaranteed sasuke ssn from first 1k seal scrolls or KoTH from first 2k summon scrolls?

The statement is very clear. "If you haven't drawn them yet from the TREASURE". It means that might be able to draw Ay because you havent drawn him from the treasure yet.

As the other poster stated, you can draw ay because you never drew it from the treasure. Same with Kirin or KoH if you were to piece them together having not drawn either. Treasures don't care about what you have from non-treasure methods.

TBH cheaper and better to get susanoo sasuke from recharge or spending . You can get KOH for about 500 summon scrolls worth of points. I would spend my scrolls on getting kurama naruto or madara.
