So this description mean i cannot use this skill after round 2 when the truth is i c*e it on round 4 or after round 3 end. So this one false in a number of rounds and the unable word. Reply

Yes, i find that description/sentence weird .. Unable means not able, so in short, the Treasured Tool Skill is not usable after the round but after that rounds the skill is being used .. it should be changed to "Usable after 3 rounds" something like that ..

It probably means you can't manually activate it after round 2. But it activates on its own on the required round.

It is just a translation error it should say "Unable to use for 2 more rounds", they should fix it.

As Shades said it's just worded incorrectly. That number actually counts down each round until it can be used, so it saying round 2 means you took the screenshot on round 2 and therefore have 2 more rounds to go til it's activated.
