I was wondering, when a ninja's standard says something like, "Has a givin chance to cause high float, etc." Does that mean that the chance of comboing is basically set in stone and combo runes/Gale chakra runes will not help this ninja or no?

If you mean fixed chance, then you can't increase the chance. Otherwise you can.

Fixed chance seems obvious enough, I'm just wondering on Anbu Itachi's "given chance."
