If he does, it'll most likely be either recharge, or lucky stars event. I honestly don't see them bringing him back to purchase frag by frag. They may but I highly doubt it. He showed up twice in treasure of the sage and that was only over the course of last summer. He was also in hokage packs if you spent into lucky * (how I got most of my frags). Just keep your fingers crossed lol.

From what I've heard before it's nearly impossible to piece him out since he is only ever in luck events that give 80 fragments. If you don't want to get him through a luck event you'll have to wait a long time before you get him, I forgot what non-luck event he was in but I remember he was about 180 coupons per fragment.

he appeared once in treasure of the sage at around 500 coupons per fragment basic price (i could wrongly remember the quantity of coupons), but was a lot of months ago.

His price in treasure of the sage was 300 coups per frag before discounts. I only remember because thats how I finished piecing him together after getting 30 or so frags from recharge events here and there.
