I think he is worth it. Give him a water barrier with water main water enhancement then throw in Mabui, pretty scary. Obviously not as good as Mei/Mabui/Tenten but its freaking Tobirama!

Outside of ranked there is no real use for him so it really depends if you can skillbreak him to make him more usefull in ranked else it wasn't that worth
