Dead or Alive? Worth the investment?

So... I am currently thinking about joining a new server when/if it is made available in the near future. But I'm concerned about this games activity base, and if its the same activity that was housed a year ago or so. I'm really interested in rejoining the community, but after playing the game today, the servers seem extremely barren (especially the new servers). I'd prefer not to begin in a pre-existing server - as even a days progress behind would put me miles behind everyone else until the end game, so I'd like to start the game at a reasonable time.

Is this game still active? If so, what is the average "healthy" server size for new servers and middle aged servers before the end game? I'll still be playing the game on the server I'm currently on so I can get a better fit back into the game, but I just want to make sure I'm not jumping into a dying or dead game.

I'll also probably be playing on LA Servers, due to the fact that events 3 hours behind me will be easier to attend (9:00pm vs 6:00pm, ect).
