Seal scroll is a thing that's given out for free in various events. If you are a spender, most of the recharge and spending events have seal scrolls in them. Plus there are GNW packs. And there are events which provide seal scrolls at a rebate price like treasure of the sage, if you really want to buy it.

In CN you can find a pack of 10 seals for 440 coupons/ingots, sold in the konoha shop.

That said, if you consider how many people have sage hashi atm and think that they have bought at least 2k seals from that shop if they have pulled 3000... you have an idea how many people care so little of that.

base saying should make an event where buy 1000 seal scroll for super cheap price like$500 or $1000 even ;p or try make event wheel get it for free as a grand prize
