Hope it really works for you. If your clone dies in round 1, and your Tobirama is very fast and moves first in round 2, then you can deal much heavier damage. For that lineup, I suggest you stack Tobirama's initiative. Utakata is there mostly to shield you and add more poison. But if you're a bit slower than most of the people of your level, you can make utakata your combo-starter in round 2.

As a ninja tobirama is just really outdated it might be worth using him in ranked if you can get him to use his mystery in round 2 with mabui for example but else its not worth using him at all.
