Technically 4* Tendo is a f2p Ninja.
You will get 80 of his frags for free though Ultimate Training (and when it updates). He is also 400 pulls in Tendo Treasure. So if you recruit him through a treasure first you already have a 3 star Tendo. Then when you're done with UT you'll need 20 more frags. Then there were events for weeks where you could get Tendo sometime after UT was released. Tendo was also in a box from Mission Mobilization multiple times, hell you can even get Tendo Pain in a chase mission. So it isn't too far-fetched to think that he is a f2p ninja.
(Yes I know that Tendo Treasure can give you Hashirama instead)
Hell even I had the choice of 4 star my Hashirama or get his skillbook Ninja God cause I got him 2x in Mission Mobilization. (I went with Ninja God skillbook) and currently I have 40 extra frags, mostly from his bond in your home.
But any ninja that was only obtainable through RNG (star level doesn't matter) is not a F2P Ninja. Masked Man is a f2p Ninja if you saved coupons and went for events that had him then kept saving. Same with Jonin Minato since they were not only in RNG Events. (Looking at Fate and Mission Mobilization for example)
In my opinion, you can't really call some event ninjas that can be pieced over time (masked, dpb hidan, jonin, edo deidara) as f2p as not all f2p save for ninjas. Whether they choose not to or don't have the patience to save is up to the player. Personally, I see them as event ninjas available for all players rather than only ignot exclusive (ay (only in events but all can get him via kage treasure) susanoo itachi, hokage tsunade).
F2P,P2W, these are terms that are very black and white. This community really needs to redefine what ninjas are classified as.
There are multiple levels of F2P, just as there are P2W.
The system I use for ranking is Treasure Ranking.
You could just as easily say for instances, Shisui costs around 16k so he would be under Super Rare(Super Rare costing between 10k-18k for event ninja)
You could post "SWB With only one Super Rare(Shisui)". , or better of just "SWB With Shisui + Common Ninja".

EDIT: I would also like to say an event ninja to be defined as "F2P" would need to be out long enough for a "F2P" player to save up from scratch and buy. E.g some say F2P can get 3-4k coupons a month(from some thread a while ago) So before you could even say Shisui as a F2P ninja he should at least be out for 4 months - 16k coupons divided by 4k coupons a month. Even this wouldn't apply to major of the F2P population(which your video is aimed at stating the term F2P in this community).
As you can guess I hate this terminology as its so one-sided, and would love something more broad to be used. Besides that fact consider this as *ternative.
It's hard to define these ninjas because it's the mindset of the players that create different definitions. I always see events ninjas are typically p2w if you want the ninja instantly when they first appear in the server. Either the use of whale money/ignots or stockpile of coupons are ways to get it instant. Stockpile of coupons either requires players to, like you said, hold off on spending coupons but should require researching about future ninjas. There were a several f2ps that knew masked man and jonin minato were coming so they stockpiled.
After a given time of when the ninjas was introduced, how long it takes to stockpile and how much the ninja appears in events, then the event ninja can be available to all players should they put in the effort to get the ninja. I responded to a post about two months that ever since their appearance in the server, players can get at most, almost 40 frags. I got players responding that they didn't get at least one frag within the 3-4 month time-frame. If they put in the effort to piece them or chose power items instead of ninja frags, then disclose that information instead of trying to discredit the opportunities of getting free frags. One respondent even refused as to how it was possible and remained adamant on their views so it's up the player how they think.
The rare case is when event ninjas appear in RNG events. If a ninja was pulled for less than the lowest amount of an event ninja (3k typically) but the price of the ninja requires several months of saving, you cannot view that ninja as a f2p as you will mess up the definition as what event ninjas are, which is sad since I've seen several people on here define RNG ninjas like that. For example, Shisui. When he was first available, you could get him via RNG or by fragments. SInce his fragments was able for purchase, this means you know how much his full price and how long it should take to save.
