It's quite possible to get 8-10k coupons per month if you consider the weekly events(I.e. mount mob), weekend missions, tryharding to get a top score on fox, spinning the wheel daily, etc.. Still doesn't put a 15k+ ninja EVEN CLOSE to f2p. Maybe I'm just pulling the coupons out of my ass, who knows, but I'm just saying that it's possible. 15k could be used for a lvl 10 refine, which'll eventually result in beating the feces out of a Shisui.
f2p cant really get 8-10k per month even bfore 4.0 . its just around 3-6k back then. if work with oasis(GL,mod,Dev) that not count and might not call as pure f2p . after the 4.0 u might just get around 3-4k , also depend on how good u do on 9 tails (top1-3 + Killer) every times and how many u get for the plunder/convoy book might be more .
