I wonder Why Roshi is the God Tier?
because the list is aimed at people who spend a massive amount on the game, roshi becomes progressively better the higher your power, for your average f2p player in the 60-90k region he will die in a single round making him useless, he becomes an increidbly ninja when you start reaching 120k+ range and have only one very built out ninja

he is good also for f2p, but you need to mood him for hp and to shield him or with real shields or with clones, since you want him to survive round 1.
he is god tier because he doesn't own a cap to how much he can stack.

aha~ when using with the other ninjas who own a healing skill, and when Roshi could survive consistently it could be more good?
Power's relative and if you're underpowered compared to your opponent then, sure, your Roshi may not steal you a game... but most ninjas tend to die fairly quickly when you're facing someone with much more power than yourself.
The one thing I'll say that people who pay have as a huge advantage with their roshis is that it's probably easier to have mood scrolls invested in all our ninjas and Roshi benefits greatly from being as heavily mooded as possible. An un-mooded Roshi isn't going to be super-impressive.

He isn't terrible in arena, if he was you wouldn't see him at all. But in fact you see him a lot in arena now since Fuguki is a thing.
Of course Han/Roshi team is also a thing as well in Arena.

i'm 100k power and i use mei mabui tenten lineup in matsuri as an expendable team and i can assure you that i oneshot 100k enemies in the same exact way i used to nuke 60ks when i was 60k.
