You could try iruka, normal naruto, gaara too with crimson fist full shielding mode.

Thanks for the suggestion. I don't have iruka or sailor sakura or roshi though. I've gotten close with the basic ninjas, but I think they need to adjust the recommended power. The recommended power is far too low for what is truly required to beat this exam.

Well first your biggest issue is not doing it with wind main.

Wind Main because she can blind 2 ninjas ona passive. You need to hit 4th Raikage and Cee. If you can't blind both of them then use the blinding mystery on Cee if 4th Raikage is blinded. Then run Normal Gaara to get rid of the barrier to reduce some of that damage. Of course you need iruka and sage naruto unless you find some replacement for them like Ao or Neji then you can probably run normal Naruto.

But if you don't get the blind reset.

This may have worked in the past, but Ay cures his own debuffs. With wind main, I'm not able to stop him so he rampages through my lineup. I have to sacrifice a spot and use Ao when I use wind girl. The farthest I got to defeating this exam was with fire main and light main. Earth, wind, and water did ok, but they do the least damage.

beware that you absolutely need iruka to beat exam 140.

Or you go iruka, kurenai, lee eight inner gates, crimson fist lineup or come back at 75k+ power because is the only lineup that beat it under that power.

So get iruka if you don't own him or after you beat 137 you'll be struck for a long time at 140 without him.

Anyways, since you don't own many of the key ninjas, you are in an objective bad situation.

Your only option is to fully bet on luck, also know as: multiple shark bomb critical hits + poison delivered

EDIT: you could try ao, yagura, utakata/snake cloak kabuto with azure fang. Should work with enough luck if you run 23322 talents and you use ao as 1st prompt move mystery on ay 4th and you copy darui with yagura as soon as you get the 40 chakra to do it. In round 2 you need to target cee with shark bomb (2nd prompt move) and to hope to target and chaos as a collateral target Sasuke Susano'o to prevent his mystery landing. Remember you are betting on luck, so could be you need 30-40-50 tries to win.

If ur gonna do ne get iruka, and sage Naruto if ur gonna do wind as wind is the easiest

remember something , Normal Gaara is the mvp for the ninja exams.. his dmg is way too good even in low power ! i am way too much overpowered for ninja exams but normal gaara is working so good even at low power level guys !! you should include him inside, as he is wind and he does extra dmg to lightning guys as well.. his mystery is big dmg output ! plus he is stealing the barrier, good luck ! i guess same as the other guys told you, you can go with iruka - sage naruto normal gaara or bee ( 7 swords) sage naruto or normal naruto if you dont have sage !

Also don't forget sometimes you do need Kazekage Gaara instead just for his Auto Barrier or his CC that he offers!

Yes he does pretty good. When I finally beat this exam, he'll probably be the ninja that helps me do it :D.

I don't have Kage Gaara yet, but this exam is made so Darui overrides no matter what for barrier.
