I think you have to wait a certain amount of time before the ranking updates. It doesn't update right away. Unless you have received 14 roses for a while then it might be a bug. It is similar to how the other rankings work: for an example power. You probably have noticed that the power ranking doesnt update right away as soon as you increase power more than what the ranking says.

Usually, power rankings refreshes every 1 hour so maybe, in the flower ranking too ..

maybe it needs a true flower to increase the ranking instead of shuriken set XD
