I think you have to wait a certain amount of time before the ranking updates. It doesn't update right away. Unless you have received 14 roses for a while then it might be a bug. It is similar to how the other rankings work: for an example power. You probably have noticed that the power ranking doesnt update right away as soon as you increase power more than what the ranking says.
