I am curious about Neji's 8 Trigrams Palm Rotation. How do I make it stronger, or is it just a fixed 20% from all the attacks Neji gets?

It is a Taijutsu skill, so I am not sure if it is connected with Neji's attack, defense, or resistance? Can someone help me out, so that I know what types of magatamas to buy for Neji. I want to make this skill work more often. :D
