Does the color of the book decide on how many frags of the ninja you need to skillbreak it? Isn't it green = 50 frags, blue = 100 frags, purple = 150 frags, and yellow/orange = 200 frags?

No, it depends on the skill, The quality doesn't matter as there is Green Quality Skillbooks that cost 200 frags.
