Do you mean to say it would be easier to piece out ninjas like hanzo if they could get some frags from garden? But stilll it seems like a long time to reach level 20 and the number of frags you get are less.

One thing that comes to mind is if its all open initially, which version of a character would be in garden? For example right now if i get jonin minato I can farm his frags from there although the power boost applies to all versions of minato. In case if its like you suggested which version frags you get?
