As the title says, i have no idea what it means. will wind/water main be able to gain charkra passive each round like naruto(sage) and jiraiya (sage), do they gain increased dmg or is it just a useless title

No, but they will interact with certain ninjas. For example, Sage Naruto has a skillbreak that when there is another sage user in the lineup, you will gain +40 Chakra instead of +20. Edo Tensei Hashirama Senju also has a passive unique to Sage users

Same concept applies to lightning and anbu when the anbu ninjas would be released.
