If i draw him from seal treasure at this moment will i get him and save my 80 fragments to recruit him or just 20 fragments of him since his picture is already showing up as if i already have him?? If you haven't recruited him yet, it'll save your 80 frags, I'm pretty sure, but I would wait for more clarification first.

As long as you haven't hit "recruit" I think you should be fine.
