Clothing is good all the time. I had 62k and gained 600 power from Summer Sai outfit. Its a flat power boost.
The point is, are you sure myoboku scrolls will be there again in future events? And if they will be will they be there with a cheaper price than 10 coupons each one? No. Are you sure anbu fragments will be there in future events? Yes, and will they cost 80 coupons per fragment like in this event? Surely no and surely they will go down in price per fragment. So, if you are over 70k power, as garv said, the answer is myoboku scrolls that with 6k coupons used grant you way more than 1500-2000 power anbu cloth grants, overall because you are sure to use them in page 1-8 due to myoboku introduction in this event. The issue is where to use coupons to get the best outcome in an event.

Now that I think about it teamwise, I'm not 100% sure if my current roster is fitting for S!Sakura yet. I've got no super rares, and only a handful of rares (Mu, Rasa, Sage Naruto, Jigokudo, Kinkaku) - I've been very cautious with my current seals and am waiting for the future treasures.
So I think anbu would be a better choice rn.
What is your power and your charm levels?
Because depending on your reply then anbu cloth isn't necessarily the best option for power.
P.S.the cost of 1 ffragment of sakura in this event is absurdly high (45-50coupons per fragments), there are events where you can get even one fragment per 30-35 coupons.
