spend them on power till you're strong enough to plunder. starting with your refines. lucky board is the best way to get medium refines and lucky star seems to be the second best. and make sure to use them during rebate.
pretty much events that give you charms and refines for good value.

I would agree with lucky board being the most coupons-efficient event, but not sure about lucky star being the second best though.
And yes, if you are in an active server with decent power, 3 successful plunders give you 150 coupons per day. Fastest way to get coupons. And when you finish maxing the group skills, use Group Wheels, and it c*so gives you some daily coupons. Events like 9tails and Group Summons are also good to get coupons.
If you want to spend coupons on the ninjas, make sure to spend on the events with best discount, such as 30% for Jonin Minanto or Masked Man in Treasure of Sage.
well treasure of the sage is much better for medium refines if u get them at 40% discount ,but not the most reliable. currently medium refines cost about 17coupons in lucky star plus the chance to get minato,seals and summons
