spend them on power till you're strong enough to plunder. starting with your refines. lucky board is the best way to get medium refines and lucky star seems to be the second best. and make sure to use them during rebate.
pretty much events that give you charms and refines for good value.

i don't agree on the focusing on refinement in early steps.

first you should focus on main stats (life, attack, ninjutsu, resistance, defense) until you reach all level 4 magatamas, all level 3 charms and BA rank 4, at that point you should focus on refinements. It's pointless to own initiative when you don't own barrier ninjas and when your enemies are at 30k power and you are at 18k.
