After a certain level you get a free name change to use at anytime you choose but you only get one for free then you would have to buy the next one.   • I believe that a Rename Card is given to you at some point during the early quests (Unless they removed it). Using a Rename Card will allow you to change your name once. If you don't have a Rename Card, you can buy it from the shop for 375 coupons/ingots.
They didn't remove this feature of the game it's still there but I believe after around lvl 20 you get the card
