I noticed that my power in ranked battle is lower than my power outside of ranked battle. Is there a reason to this? What is not being applied to my power in ranked battle? Thanks.

it's delayed.. it's always like that.. if it a bit difference go check your equipment maybe you put it differently from your main formation..

Oh, almost forgot! So when I do ranked battles, is my power what it says it is in ranked battle, or is it still the same as my power outside of what it says in ranked battle?

You have to attack in order for your BP to update, so it's best to participate in ranked battles at the end of the day.
